»The Security Council as a World Legislator« Passing S/Res 1373 (2001) and S/Res 1540 (2004) after 11 September 2011, the Security Council entered its legislative phase. Until then it was perceived wisdom that there exists no corporate organ formally empowered to enact laws directly binding on states, since their »free will« to enter into legal obligations was firmly protected as a core aspect of sovereignty. Against this background the author questions the legality of the Security Council intervening as »world legislator«, and examines legally more acceptable ways for potential further action of this kind.
