In the first place, a promise to use some of the improved spellings does not mean very much. Besides, how can we be sure that the pledges, which are so easy to sign, will be faithfully adhered to? More over. The difficulties in the path of the enlightened entlrusiasts are sometimes of a peculiarly provoking nature. Thus it hap pened, e. G., that the Board of School Superintendents of New York City declared unanirnously in favor of simplification, but their administrative superiors, the Board of Education, vetoed the use of the three hundred spellings in the schools. On the other hand, at the recent meeting of the National Educational Association at Los Angeles, the directors of the Association pro nounced against the adoption of the new forms, but when an appeal was made to the membership of the association itself, the Association by an overwhelming majority adopted the form, and now the secretary is reported to be in doubt as to whether to oblige the directors or carryr out the will of the majority! That the lack of a strong central authority is a tre mendous drawback in this matter, is being dimly apprehended in some quarters, as may be seen from a statement printed in The Independent, April 11, 1907, viz. The Emperor of Ger many has directed the shorter spellings to be adopted in his country, and all the German publishers accept his word.
